Musi Rawas Utara, KOTABARI.COM – Alleged unfair practices by officials at the Regional Financial and Asset Management Agency (BPKAD) of Muratara Regency in the process of issuing the Fund Disbursement Order (SP2D) have caused frustration and pressure among contractors. Contractors have complained about requests for ‘grease money’ by certain officials to expedite the disbursement process for infrastructure project funds.
TM, one of the contractors in Muratara Regency, revealed that he was always asked to pay money to expedite the issuance of the SP2D. “I personally feel pressured by such a rule; if there is money, we are served, if there is no money, our documents are delayed or made difficult. I feel this is unfair,” said TM.
Furthermore, TM explained that if contractors did not pay the specified amount, their disbursement documents would be delayed for weeks or even months. “If we don’t pay the specified amount, our disbursement documents are held back for weeks, even months,” TM explained.
TM hopes that such practices will not happen again in the future, as they can tarnish the reputation of the Muratara Regency Government. “I hope this doesn’t happen again because such practices can tarnish the reputation of the regency, especially if it leaks to the media,” TM added.
TM also mentioned that there is an unfair process in disbursement where the documents of people close to the regent are processed quickly, while those who are not close to the regent are delayed. “Yes, if they are close to the regent, their disbursement is realized quickly, whereas others are delayed. What is actually happening with the financial system in the Muratara Regency Government?” TM concluded.
On the other hand, when contacted, Yogi Firmansyah, the treasury officer of BPKAD Muratara, denied these allegations. Yogi emphasized that there is no favoritism in the document processing for fund disbursement. “That is not true because, as far as I know, there is no favoritism in the document processing. If the disbursement documents meet the requirements and have a disposition from the head, we process them as soon as possible, and the contractors’ documents never stay overnight,” said Yogi.
Yogi also explained that the disbursement process depends on the availability of funds. “There are various types of funds, such as special DAU funds and regional DAU funds. If the funds are available, we will process them. If not, we cannot proceed with the disbursement,” Yogi explained.
Regarding the issue of favoritism, Yogi asserted that all contractors are treated equally without discrimination. “We treat everyone equally, there is no favoritism, all contractors are the same,” Yogi concluded.
