Jakarta, KOTABARI.COM – In a shocking revelation, the Chairman of the General Elections Commission (KPU), Hasyim Asyari, has been found guilty of ethical violations and sexual misconduct related to the amendment of the General Elections Commission Regulations (PKPU) on Work Procedures. According to the decision of the Election Organizer Honorary Council (DKPP), Hasyim Asyari was found guilty of seducing and coercing CAT, a member of the Overseas Election Committee (PPLN) in The Hague, Netherlands, into sexual relations.
Seduction Under the Pretense of Divorce
During the trial, it was revealed that Hasyim Asyari seduced CAT by claiming he was in the process of divorcing his wife. This was one of Hasyim’s attempts to approach CAT and satisfy his sexual desires. DKPP member J Kristiadi explained that this misconduct was related to changes in the PKPU on Work Procedures in 2022.
Amending PKPU for Personal Gain
The amendment in question pertains to PKPU Number 5 of 2022 on KPU Work Procedures, which changed the provisions of Article 90, paragraph (4) of KPU Regulation Number 4 of 2021. Previously, the article prohibited marriage, unregistered marriage, and cohabitation without legal marriage among election organizers during their term. However, after the amendment, the prohibition only applies to being in a marital relationship with another election organizer.
“After the amendment, it only became a prohibition against being in a marital relationship with another election organizer,” said J Kristiadi during the ethical violation ruling session for Hasyim Asyari on Wednesday (July 3, 2024).
Attempts to Get Close and Special Treatment
With the new rule in place, Hasyim from the outset attempted to approach the victim and give special treatment through conversations. J Kristiadi stated that Hasyim did not maintain integrity as the KPU Chairman and was found to have targeted the victim from the beginning to fulfill his sexual desires. Hasyim even sought opportunities to meet privately and travel with the victim multiple times.
“The defendant attempted to establish a working relationship but inserted his personal interests to fulfill his sexual desires,” revealed J Kristiadi.
Incident in the Netherlands
The most notable incident occurred on October 3, 2023, when Hasyim seduced and coerced CAT into committing indecent acts at a hotel in the Netherlands. Following the incident, Hasyim and CAT went out together several times in Amsterdam until Hasyim returned to Jakarta on October 7, 2023. This was disclosed by DKPP member Ratna Dewi Pettalolo during the trial.
Impact and Further Actions
This case has tarnished the reputation of the KPU and highlighted serious ethical violations among election organizers. The DKPP is expected to take strict actions to ensure the integrity and credibility of the election institution remains intact.
This case also underscores the importance of strict oversight and enforcement of rules for election organizers to prevent similar violations in the future.
